I am pleased to submit to you the Report and Recommendations to the House of Commons Standing Committee on Human Resources Development and the Status of Persons with Disabilities, for members of your committee. This report puts forward 20 recommendations on changes that the Canadian Human Rights Commission would like to propose to the Employment Equity Act.

This report follows up on the Discussion Paper presented to your Committee on February 5, 2002, and which served as the basis for nation-wide consultations held by the Commission with 32 organizations representing employers, designated groups, unions and federal departments involved in the implementation of the Employment Equity Act. The final recommendations that it contains take into account the results of these consultations, which, overall, revealed that there is solid support for the Employment Equity Act.

If you wish, Commission staff will be pleased to appear before your Committee, at your convenience, to present this report and explain its recommendations.
