As required by the Treasury Board Directive for the Management of Expenditures on Travel, Hospitality and Conferences, this report provides information on the Commission's total annual expenditures for travel, hospitality and conferences during the fiscal year ending March 31, 2015. It also provides explanations of any variances in each of these areas compared to those of the previous fiscal year.

This information is updated annually and does not contain information withheld under the Access to Information Act or the Privacy Act.

Expenditures for travel, hospitality and conferences incurred by the Commission are related to supporting the Commission's mandate and the government’s priorities.

The Commission promotes the core principle of equal opportunity and promotes a vision of an inclusive society free from discrimination by:

  • promoting human rights through research and policy development;
  • protecting human rights through a fair and effective complaints process;
  • representing the public interest to advance human rights for all Canadians; and
  • auditing employers under federal jurisdiction for compliance with employment equity.

To effectively pursue its mandate, the Commission aims to achieve a single strategic outcome supported by its Program Activity Architecture, depicted in the following figure:

Program Activity Architecture 2

The Commission leads the administration of the Canadian Human Rights Act and ensures compliance with the Employment Equity Act. Both laws apply to federal government departments and agencies, Crown corporations, and federally regulated private sector organizations.

Further details on the Commission’s mandate, program activities and governing legislation can be found in the Commission's Report on Plans and Priorities and its Departmental Performance Report.

Overall, the Commission’s total annual expenditures for travel, hospitality and conferences have decreased by $60,006 or 11.4%. Total expenditures for travel have decreased by 11.9%, expenditures for hospitality by 23% and conferences fees have increased by 30%. Variances are explained below.

Travel:

Public servants: Compared to the previous fiscal year, public servant travel has stayed roughly the same but slightly increased by $7,626.

Non-public servants: The decrease of $67,403 compared to last year is mainly attributable to decreases in presence of expert witnesses at the tribunal, in Access to Justice Roundtable discussions, and in international travel.

Hospitality:

This year, hospitality expenses have decreased by $2,774. This decrease is attributable to the Commission's continued efforts to reduce its discretionary costs.

Conference Fee:

This year, conference expenses have increased by $2,545 compared to last year. This increase is mainly due to an increase in the attendance at the annual Canadian Association of Statutory Human Rights Agencies (CASHRA) conference.
