Right now, the Accessibility Commissioner can only deal with complaints about harm related to accessibility plans, feedback processes and progress reports under the Accessible Canada Regulations. If your complaint is about something else, you may be able to complain to another federal or provincial agency.

Canadian Human Rights Commission: Deals with complaints about discrimination and harassment in the federal government and federally regulated organizations.
Canadian Transportation Agency Deals with complaints related to accessibility in the federal transportation network. The federal transportation network includes passenger travel between provinces or outside of Canada by plane, train, bus or ferry.
