The Canadian Human Rights Commission (the Commission) operates within a dynamic and evolving human rights landscape, ensuring the protection and promotion of equality and fairness for all in Canada. Under its legislative mandate, including the Canadian Human Rights Act, the Employment Equity Act, the Pay Equity Act, the Accessible Canada Act, and the National Housing Strategy Act, the Commission plays a crucial role in advocating for human rights, and providing equitable, accessible, and fair enforcement, along with effective dispute resolution mechanisms, within a single expert organization.

As Canada's national human rights institution, the Commission holds Canada accountable to its international and domestic human rights commitments, ensuring adherence to the Paris Principles and maintaining its "A"-Status designation.

The Commission’s operational context is shaped by various external and internal factors, including evolving legislative frameworks, societal trends, and emerging human rights challenges. To effectively fulfill our mandate, the Commission must remain responsive and adaptive to the following:

  • Evolving legal and policy landscape: legislative changes, emerging government priorities, and evolving international human rights commitments require continuous agility and responsiveness from the Commission.
  • Social and demographic shifts: increasing diversity, reconciliation efforts with Indigenous communities, and growing demands for accessibility and inclusion significantly influence the Commission's priorities and actions.
  • Digital transformation and accessibility: advances in technology including the development of Artificial Intelligence and the necessity for digital services impact the Commission’s approach to service delivery and public engagement.
  • Resource constraints and organizational capacity: the Commission must navigate financial and workforce limitations, requiring strategic resource allocation to maintain operational efficiency.

In alignment with our mandate, the Commission prioritizes the following areas:

  1. Championing human rights and social justice: engaging in promotion, monitoring, and advocacy efforts to achieve meaningful change, and advance human rights in Canada.
  2. Ensuring fair and timely access to human rights justice: providing meaningful access to human rights justice through timely and fair dispute resolution processes.
  3. Enforcing compliance and accountability: overseeing and enforcing compliance with statutory human rights obligations in accessibility, pay equity, and employment equity.
  4. Modernizing for impact: modernizing the Commission to meet emerging challenges and opportunities in delivering our mandate.
  5. Cultivating an inclusive and high-performing workforce: fostering a diverse and thriving workforce and workplace that embodies the values of the Commission, and that is dedicated to excellence in advancing human rights.

Throughout all our activities, we remain committed to embedding inclusion, diversity, equity, accessibility, and anti-racism within our operations and the Commission’s broader engagement with the public.

While the Commission faces challenges such as increasing caseloads, resource limitations, and the evolving complexity of human rights issues, these challenges also present significant opportunities for innovation.
