Final Investigation of the Commissioner of Official Languages

Summary

• This investigation sought to determine whether the Commission met its language obligations under Part IV of the Official Languages Act (the Act) and complied with the spirit of the Act, the Official Languages (Communications with and Services to the Public) Regulations (the Regulations) as well as the Treasury Board Secretariat (TBS) Directive on Official Languages for Communications and Services.

Position of the Commission

• The Commission stated it was aware of the issue and confirmed that some URLs are only in English on the French side of its website. We added that we plan to make the necessary corrections as part of a website revamp in 2023–2024. That said, we explained that the current format (the default URL is in English, to which “/fr/” is added) does not prevent users from accessing the pages in French.

Recommendations

• It was recommended that the Commission ensure that the URLs on our French website contain a French or bilingual domain name; and that we establish internal mechanisms to ensure that, going forward, URLs that are added or revised and visible to the public are in the language of navigation or in both official languages.

Corrective actions

• The Commission will take corrective actions to address the recommendations as part of the revamp project of our website in 2023-24.
