Statement by the Canadian Association of Statutory Human Rights Agencies
On Canada's First Report Under the Convention on the Rights of Persons with Disabilities
OTTAWA, April 3, 2014 The Canadian Association of Statutory Human Rights Agencies (CASHRA) acknowledges that Canada’s First Report under the UN Convention on the Rights of Persons with Disabilities (CRPD) identifies a wide range of legislation, policies and programs in place at all levels of government to promote and protect the rights of persons with disabilities in Canada.
As the report states, challenges and barriers to the full realization of the rights of persons with disabilities in Canada persist. This is evidenced by the human rights complaints related to disability that Canada’s human rights agencies receive every year.
Although the Government of Canada has respectfully declined to establish an independent monitoring mechanism in accordance with Article 33 of the CRPD, CASHRA continues to urge the federal government to do so.
In the meantime, CASHRA members continue to collaborate across jurisdictions and with organizations representing persons with disabilities to look more closely at how Canada is meeting its obligations. CASHRA looks forward to sharing this information and to continued collaboration with all parties to affirm the rights of persons with disabilities in Canada.
